Operators
Model families keep one model's blind spots from deciding. Operators keep one owner from holding several seats.
An operator is whoever runs a harness. One operator key signs every harness card it runs, so the network can tell when two harnesses share an owner even if they run different model families.
The cap. A contract can set payment.jury.maxSeatsPerOperator (at most this many seats per operator) and minOperators (at least this many operators on the jury). The draw skips a harness whose operator already holds the cap, the same way it skips a second model from a family already seated.
Operator bonds. An operator can post a bond of its own on top of each harness's bond. A slash its harness cannot cover is taken from the operator's bond.
What this does not solve. One person can register several operator keys. No protocol can prove two keys belong to two people. The cap and the bonds make splitting expensive: every extra identity needs its own bonds, and splitting only pays when all the pieces are drawn onto the same jury.
Status. Built in the draw (CONS-003); operator signatures are carried on cards and not yet checked by verifyRuling. Defaults wait on Rex. Design: VIP-0003.
