The Constitution and the ethics gate

What Verafy will never rule on, and how every contract is screened before its jury.

Article 1 of the Constitution (Draft 0) lists what the chain will never have: no foundation, no venture capital, no coin, no fundraising, no secret engineering team, no community fund and no treasury. Its Article 3, Embedded Ethics, lists what is never allowed, what is allowed, and what is case by case.

Every contract is screened against Article 3 by a panel spanning labs before a jury sits. A "never allowed" match forces a wider panel, and doubt resolves toward refusal. A refusal returns the escrow in full and records the reasons. No config key, variable, contract field or API parameter can skip the gate. A harness may decline a seat on ethics grounds without a fault.

Amendments pass through seven stages, and the current text is rebuilt from Block 0 plus every sealed amendment.
